What ChatGPT Ads are
Sponsored placements in ChatGPT, bought through OpenAI’s own tools.
- Clearly labelled, separate from the responseA: Documented OpenAI capability
Ads are clearly labelled as sponsored and visually separated from ChatGPT’s response.

Who sees ads
Exposure is defined by plan and by age, as OpenAI documents it.
- Ad-supported plansA: Documented OpenAI capability
Ads may appear for people on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not see ads, and Free-plan users can choose an ads-free option with reduced usage limits.
Documented as standard behaviour
OpenAI Help Center: OpenAI Help Center — Ads in ChatGPT (for users)
- No ads to under-18 accountsA: Documented OpenAI capability
OpenAI does not show ads to accounts identified as belonging to people under 18, using account-level age information and age prediction where available.
Documented as standard behaviour

Where advertising appears
Labelled, separate from the response, and never inside it.
- Where they currently appearA: Documented OpenAI capability
OpenAI currently documents ads appearing below a response, only in conversations it judges safe and appropriate. The position is OpenAI’s to change, so our own copy describes the placement as separate from the response rather than by its location.
Documented as standard behaviour
OpenAI Help Center: OpenAI Help Center — Ads in ChatGPT: the basics
- No influence on answersA: Documented OpenAI capability
Ads run on separate systems from the chat model. Advertisers cannot shape, rank or alter what ChatGPT says.

Availability and access
Access depends on where the advertising entity is based.
- Self-serve Ads ManagerB: Market, account or policy dependent
Advertisers register, add payment details, set budgets, bids and pacing, upload ads, launch and manage campaigns and view performance in Ads Manager. Self-serve access requires the advertising legal entity to be based in a country OpenAI lists as available; access follows the ad-account country chosen at setup.
Varies by market, account or campaign type
OpenAI Help Center: OpenAI Help Center — Ads Manager availabilityOpenAI Ads: OpenAI Ads — Advertise in ChatGPT
- EuropeB: Market, account or policy dependent
OpenAI announced ChatGPT Ads across 31 European markets, with self-serve access through Ads Manager from 31 August 2026. Access depends on the country in which the advertising legal entity — the one that is billed — is based; OpenAI maintains the per-country list, and it should be checked for that country before planning.

Who can advertise
Entity country and OpenAI’s advertising policies decide it.
- Legal entity countryB: Market, account or policy dependent
Self-service access depends on the country in which the advertising legal entity — the one that is billed — is based. Country, billing currency and time zone are fixed when the advertiser account is created; billing under a different entity or country means a separate account.
Varies by market, account or campaign type
OpenAI Help Center: OpenAI Help Center — Ads Manager availability
- Ads policies and reviewB: Market, account or policy dependent
Creative, images and landing pages must comply with OpenAI’s Ads Policies. Advertiser branding and creatives are reviewed. Some regulated categories are prohibited or limited to certain markets, and eligibility depends on current policy, on advertiser and account eligibility, and on the market; ads are not placed near sensitive conversations; political advertising is not currently allowed.

What can be targeted
Targeting is explicit; context hints describe, they do not restrict.
- Geographic targetingB: Market, account or policy dependent
Campaigns target countries and, where supported for the account, regions and Markets, with inclusion and exclusion lists. Product-feed campaigns use country-level targeting.
Varies by market, account or campaign type
OpenAI Developers1: OpenAI Developers — Location targetingOpenAI Developers2: OpenAI Developers — Campaign targeting
- Platform targetingA: Documented OpenAI capability
Delivery can be limited to the ChatGPT iOS app, the Android app, or ChatGPT on the web (desktop and mobile browsers). Omitting the setting targets all three.
Documented as standard behaviour
- Custom audiencesB: Market, account or policy dependent
Customer lists built from hashed email, phone or advertising identifiers can be used for inclusion, exclusion or bid multipliers. Inclusion and bid multipliers require at least 25,000 matched users; exclusion has no minimum.
Varies by market, account or campaign type
- Context hintsA: Documented OpenAI capability
Up to 2,000 short descriptions per ad group of the products, use cases or needs an ad addresses. They are not exact-match keywords and do not replace explicit geographic, platform or audience targeting.
Documented as standard behaviour
- How ads are selectedA: Documented OpenAI capability
OpenAI’s system selects ads on expected relevance and outcomes, using the context and intent of the current conversation, the ad’s landing page, title and copy, the advertiser’s context hints and targeting, and — when a user has ads personalisation enabled — select signals from their broader ChatGPT experience.

How campaigns are bought
Objective, billing event and bid strategy are set separately.
- Impressions objective (CPM)A: Documented OpenAI capability
Optimises for reach and awareness; you pay per thousand impressions with a fixed bid.

- Conversions objective (oCPC)B: Market, account or policy dependent
Optimises delivery towards one tracked standard conversion event while still charging per valid click. The account must support conversion bidding, and the event cannot be changed after the campaign is created.

- Bid strategiesA: Documented OpenAI capability
Fixed bids that you set yourself, or Maximize Results strategies (Maximize Clicks, Maximize Conversions) where OpenAI adjusts bids within a daily budget. Bid limits depend on the account currency and objective.
Documented as standard behaviour
- BudgetsA: Documented OpenAI capability
A campaign has either a daily or a lifetime budget; daily minimums depend on the account currency. Account-level spend-limit windows are available to some accounts and apply independently of campaign budgets.

How results are measured
Standard and custom conversion events, and what they can optimise.
- Standard and custom eventsA: Documented OpenAI capability
Standard events such as order created, lead created and registration completed can carry values and currencies and can serve as optimisation goals. Custom events can be measured but not optimised towards.

OpenAI Pixel and Conversions API
Browser and server events, deduplicated where both are used.
- OpenAI PixelA: Documented OpenAI capability
A browser SDK that sends conversion events from your website, with consent controls and Content Security Policy guidance. Events can be attributed to ad clicks and, where available for the account, to impressions.

- Conversions APIA: Documented OpenAI capability
Server-to-server events for actions recorded by your backend, such as confirmed orders. OpenAI describes it as a more reliable source than the Pixel alone; when both are used, shared event IDs prevent double counting.

Attribution, reporting and freshness
What is attributed, what is reported, and when the numbers settle.
- Attribution windowsB: Market, account or policy dependent
Click-through attribution uses a configured click window; OpenAI’s setup examples use 30 days. View-through attribution, where available for the account, uses a fixed 1-day window after an eligible impression and is reported separately. Where both apply, the click takes precedence.
Varies by market, account or campaign type
OpenAI Developers1: OpenAI Developers — Measurement PixelOpenAI Developers2: OpenAI Developers — Reporting
- Reported metricsA: Documented OpenAI capability
Impressions, clicks, spend, click-through rate, average CPC and CPM, conversions, cost per action, post-click conversion rate and, where purchase events carry values, attributed sales and return on ad spend — at account, campaign, ad-group and ad level, with country, device and platform breakdowns.
Documented as standard behaviour
- Data freshnessA: Documented OpenAI capability
Impressions and clicks can appear within minutes and may be revised; spend, CPC and CPM reflect finalised activity and can update later; conversions update through daily processing. OpenAI advises allowing at least a day for conversion data.
Documented as standard behaviour
What ads cannot do
The lines OpenAI draws, which we treat as fixed.
- No access to conversationsA: Documented OpenAI capability
Advertisers never receive a user’s chats, chat history, memories, name, email, precise location or IP address.
Documented as standard behaviour
OpenAI Help Center: OpenAI Help Center — Ads in ChatGPT (for users)
- No ads near sensitive topicsB: Market, account or policy dependent
Per OpenAI, ads are not placed near sensitive or regulated topics such as health, mental health or politics, and appear only in conversations OpenAI judges safe and brand-appropriate.

How Impossible Solutions works with the channel
The channel is OpenAI’s; the discipline is ours. Six steps from fit to decision, something written at the end of each, and the boundaries that hold throughout.
C: Impossible Solutions methodology- 01
Fit
Ads Fit first: the hard gates, then the weighted dimensions, then a written recommendation. If the answer is no or not yet, it stops here, before any media is spent.
- 02
Instrument
The OpenAI Pixel and the Conversions API set up and checked, events deduplicated, a success definition signed and the readiness gate closed. The pilot clock starts here, not at signature.
- 03
Test
Two or three hypotheses, four to six launch variants, and an agreed evidence standard before any verdict. Iterations follow the evidence, not the calendar.
- 04
Reconcile
What Ads Manager attributes is reconciled with the orders, leads and CRM outcomes in your systems. The three revenue classes stay separate; a gap is reported, not smoothed over.
- 05
Learn
Which contexts, angles and landing pages produced verified outcomes, and what that says about who buys and why. Advertiser-side signals and platform aggregates only, never private conversations.
- 06
Decide
On day 45 you receive a written recommendation with its evidence and its confidence. Scale, Iterate or Stop — and Stop is a legitimate outcome, stated plainly.
How we work, in plain terms
- Your company owns and controls its advertiser account. We work inside it with the access you grant, and that access can be revoked at any time.
- Media spend is paid by you, directly to OpenAI, and is entirely separate from our service fees.
- Campaign results are not guaranteed. A new channel is exactly where guarantees would be dishonest.
- Suitability is evaluated before any spend is recommended, and early tests are sized to produce a readable result rather than a headline.
What is still moving
B: Market, account or policy dependent- Per-country availability of self-serve access, and which categories are eligible where
- Which accounts have conversion bidding, view-through reporting and spend-limit windows enabled
- Formats, surfaces and the depth of reporting exposed in Ads Manager
- Pricing dynamics as more advertisers enter the auction
We re-confirm these per engagement rather than publishing figures that age badly. Ask, and you will get the current answer with its confidence attached.
